A Proclamation For a Day of Humiliation Fastting and Prayer

Whereas, the Senate of the United States, devoutly recognizing the Supreme Authority and just Government of Almighty God, in all the affairs of men and of nations, has, by a resolution, requested the President to designate and set apart a day for National prayer and humiliation.

모든 사람과 국가의 모든 일에 대한 전능하신 하나님의 초월적 권위와 공의로운 통치를 겸허하게 인식한 미국 상원은 국가적인 회개와 기도의 날을 정하도록 결정하고, 대통령께 요청하였습니다.

And whereas it is the duty of nations as well as of men, to own their dependence upon the overruling power of God, to confess their sins and transgressions, in humble sorrow, yet with assured hope that genuine repentance will lead to mercy and pardon; and to recognize the sublime truth, announced in the Holy Scriptures and proven by all history, that those nations only are blessed whose God is the Lord.

하나님의 통치에 의존하고, 진정한 회개는 긍휼과 용서를 받게 함을 인식하고 겸허한 마음으로 죄와 허물을 자백하는 것과 성경이 선언하고, 역사가 증명한 대로 여호와를 자기 하나님으로 삼은 나라가 복이 있다는 숭고한 진리를 확실히 소망하는 것은 개인과 국가의 의무입니다.

And, insomuch as we know that, by His divine law, nations like individuals are subjected to punishments and chastisements in this world, may we not justly fear that the awful calamity of civil war, which now desolates the land, may be but a punishment, inflicted upon us, for our presumptuous sins, to the needful end of our national reformation as a whole People?

개인과 마찬가지로 국가들도 거룩한 율법에 따라 이 세상에서 형벌과 징계를 받게 된다는 것을 알면서도, 지금 이 땅을 황폐시킨, 우리 위에 임한 징벌일 뿐만 아니라 우리의 뻔뻔스러운 죄에 대한 징벌이며, 우리나라가 하나의 국민으로서의 국가적 개혁이 필요하다는 것을 알면서도 우리는 남북전쟁의 무시무시한 참화를 제대로 두려워하지 않았습니다.

We have been the recipients of the choicest bounties of Heaven. We have been preserved, these many years, in peace and prosperity. We have grown in numbers, wealth and power, as no other nation has ever grown.

우리는 하나님의 최고의 보상을 받았습니다. 우리는 이 수년 동안 평화와 번영 속에 보존되었습니다. 우리는 어떤 나라도 경험하지 못한 수적, 경제적, 군사적으로 성장했습니다.

But we have forgotten God. We have forgotten the gracious hand which preserved us in peace, and multiplied and enriched and strengthened us; and we have vainly imagined, in the deceitfulness of our hearts, that all these blessings were produced by some superior wisdom and virtue of our own. Intoxicated with unbroken success, we have become too self-sufficient to feel the necessity of redeeming and preserving grace, too proud to pray to the God that made us!

그러나 우리는 하나님을 잊었습니다. 우리는 우리를 평화 중에 보존해주시고, 배가시켜주시고, 풍요하게 해주시고, 강하게 해주신 하나님의 은혜로운 손을 잊었습니다. 지속적인 성공에 중독되어 우리는 하나님의 구속과 보존의 은혜를 느끼거나 우리를 창조하신 하나님께 기도하기에는 지나치게 자만하게 되었습니다.

It behooves us then, to humble ourselves before the offended Power, to confess our national sins, and to pray for clemency and forgiveness. Now, therefore, in compliance with the request, and fully concurring in the views of the Senate, I do, by this my proclamation, designate and set apart Thursday, the 30th. day of April, 1863, as a day of national humiliation, fasting and prayer.

이제 우리는 거역했던 권세 앞에서 우리를 낮추고, 국가적인 죄를 자백하고, 하나님의 관용과 용서를 구할 필요가 있습니다. 그러므로 이제 나는 상원의 견해에 전적으로 동의하며, 상원의 요구에 부응하여, 1863년 4월 30일을 국가적인 회개와 금식과 기도의 날로 지정합니다.

And I do hereby request all the People to abstain, on that day, from their ordinary secular pursuits, and to unite, at their several places of public worship and their respective homes, in keeping the day holy to the Lord, and devoted to the humble discharge of the religious duties proper to that solemn occasion.

나는 모든 국민들이 그날에 세속적인 일상생활을 중단하고, 공적인 예배 장소나 가정에 모여서 이날을 하나님께 거룩한 날로 지키며, 엄숙한 날에 합당한 종교적인 의무를 충실히 수행해주시기를 요청합니다.

All this being done, in sincerity and truth, let us then rest humbly in the hope authorized by the Divine teachings, that the united cry of the Nation will be heard on high, and answered with blessings, no less than the pardon of our national sins, and the restoration of our now divided and suffering Country, to its former happy condition of unity and peace.

이 모든 것을 진지하고 진실하게 한다면 이 나라의 연합한 부르짖음을 하늘에서 들으시고, 축복으로 응답하시며, 우리나라의 죄를 용서하실뿐만 아니라 분열되고 고통하는 이 나라를 이전의 연합되고 평화로웠던 행복한 나라로 회복시켜주신다는 거룩한 하나님의 가르침에 의하여 허락된 희망 가운데 겸손히 안심할 수 있을 것입니다.

In witness whereof, I have hereunto set my hand and caused the seal of the United States to be affixed. Done at the City of Washington, this thirtieth day of March, in the year of our Lord one thousand eight hundred and sixty-three, and of the Independence of the United States the eighty seventh.
